It seems Telepathy doesn't support sipe itself without using libpurple. And
only when to choose 'Office 365/Lync (via libpurple)' it is possible to create
an account.
I tried to install 'telepathy-rakia' package but nothing's changed.

Reproducible: Always

Steps to Reproduce:
Systemsettings5 --> Online Accounts --> Create --> Office 365/Lync


Actual Results:  
Window appears with message:
"This IM Account cannot be created - a Telepathy Connection Manager named
'sipe' is missing or it cannot handle protocol 'sipe'. Please try installing
sipe with your package manager"/

Expected Results:  
It should create a dialog window to enter account specific data to create
account.
