In my case, Akonadi Server was not running at all. Seems like
AkonadiAllContactsMonitor should detect that. But, maybe I don't understand
enough about how Akonadi works. The Akonadi self-test told me there was a
problem straight away. Once I understood that the server wasn't running, it was
fairly academic to resolve the issue. Entirely through the GUI.
