Telepathy KDE plasmoid and interface report "connecting..." even if network is
down. The moving cicle in the ystem tray plasmoid is annoying after a while.

Reproducible: Always

Steps to Reproduce:
1. Up network and connect Telepathy
2. Put network cown
3. Verify Telepathy continuously tries to connect as reported: "connecting..."
Actual Results:  
Telepathy continuously tries to connect as reported: "connecting..."

Expected Results:  
If network is down telepathy should not try to connect at all.
