As the cache is only loaded once on startup there are some situations where
deleted contacts will still 

Open a kpeople enabled app
Delete an Account
contacts from that account will be listed

Open a kpeople enabled app
delete a contact via another computer
the contact will still be in the cache till you reconnect and then restart.

Given these contacts will always be shown as offline it's not a major issue but
it does need some work. Ideally we need similar logic to the kded-module. I do
_not_ however want to duplicate this complex code in 3 places and would rather
see GlobalContactManager extended to actually cover all the use cases.
(in fact I regret not forcing that in the KDED rewrite).
