Seems that on Ubuntu 13.10 with KDE Telepathy 0.7.80 this issue is still here:
Package: kde-telepathy-contact-list version 0.7.80-0ubuntu1~ubuntu13.10.1~ppa1
~/.cache/telepathy/avatars/gabble/jabber - on 3 days after clearing folder -
32304 files created, but user have about 40 contacts in contactlist.
