KTP Contact list shows "Merge contacts" even when it wasn't built with
libkpeople causing users to think it'll do something but doesn't really do
anything

Reproducible: Always

Steps to Reproduce:
1. Build contact list without kpeople
2. Open contact list
3. Click on merge conctacts in the wrench button
Actual Results:  
Nothing happens :(

Expected Results:  
Dialog opens to merge contacts

Shown to David in real life, not a made up bug.
