It seems to change depending on whether plasmoids are locked or not.
For me, everything is certainly now working fine.

Or possibly it's changed in plasma. 
M4yer, can you confirm you are on KDE 4.10? and still get this?

If it still misbehaves please run qdbus org.kde.plasma-desktop /App
local.PlasmaApp.supportInformation and paste the output.
