Contact can't see my presence?

I also tried this with chakra linux, kde-telepathy 0.5.
In contact list, when choose a contact, of any protocol, and choose details, it
shows 3 things:
Contact can see when you are online.
You can see when the contact is online.
Contact is blocked.

However, although i can confirm that contacts can see when i'm online, there is
a green tick only next to the second. 1st and 3rd have a red (x)  next to them.
This implies that contact can't see when i'm online, which is not the case.
I guess this has nothing to do  with protocols, but i cannot test many of
them.Just msn (xmpp or not) and skype.
