Try checking ~/.kde/share/config/ktp-contactlistrc file, there should be an
entry saying - go_offline_when_closing=true, you can change that to =false and
restart contact list.

This happens when you have no presence plasmoid, close the contact list and in
the dialog box that appears saying "Do you want to go offline?" you select
"Yes, don't ask me again".

However we probably should have an option in the GUI to turn this back on.
