It's settable in the shortcuts config in Konqueror, you can set shortcuts for
up to 12 tabs, rekonq then has config for 9 tabs. I imagine they share
(originally) the same code for that.

If you want this to be unified in all KDE apps, it would have to go into
KTabWidget and that's something that should be taken into kde-core-devel
mailing list. Of course our team wants to contribute to the "KDE experience",
but we surely can't speak for "the general kde developers".
