I imagine this is a setup issue. Could other people please comment if they see
or do not see this issue. Could you ask any of your russian KDE using friends
to test too to see if they experience this.

Are you able to change language with help->Switch Application Language? Does
this fix it.

Which applications are affected? You've selected the text-ui as the component,
but "all components". Is the contact list affected? The module in System
Settings? The plasmoid?
