To provide a debug, install bustle and then disable all accounts but the
ICQ/AIM, close all text chats and make sure telepathy-haze is not running. Then
run 

bustle-dbus-monitor > ~/bustle.log

then run

HAZE_PERSIST=1 HAZE_DEBUG=all /usr/lib/telepathy-haze 2>&1 > ~/haze.log

(you might need to adjust the path)

Then connect and start a chat untill the delays happen, make sure you have
logged at least few of the delays and then stop the logging and upload the
files.
