Do you use telepathy-haze or telepathy-sunshine? AFAIK there is no support for
importing contacts in llibpurple. There was GSoC project for adding this
feature but id need unstable version of libpurple. 

 telepathy-sunshine supports importing contacts, but because of bug 311372  its
not very usable.
