The input windows are only present for UTF-8 locales. So if you use
dtlogin, and choose an ISO8859 or C locale, you don't get them (but
don't get UTF-8 either, which is now the recommended charset).

If you use gdm, it's not possible, because gdm locales are all UTF-8.
