The problem is that the provided packages don't put the startup scripts in 
the appropriate directories for any locale other than "en_US.UTF-8".  You 
might try changing the language setting in the dtlogin menu.  Another 
idea (which worked for me, or so it seemed) was to take this file:
/usr/dt/config/en_US.UTF-8/Xresources.d/Xresources.KDE-3.4.1-32
and copy it to the following directory:
/usr/dt/config/C/Xresources.d/
