[kde-solaris] KDevelop 3.1.0 and Quanta 3.3 (kdewebdev) for Solaris SPARC 8/9 available

I have uploaded the KDevelop 3.1.0 and Quanta 3.3 (kdewebdev) packages
for Solaris 8 and 9.

Quanta needs a very small additional library named libtidy. The 
package for this library is called KDEkdewebdev_tidy-19, and it can 
be found in the KDE directory, along with the KDEkdewebdev-330 
package.
