[kde-solaris] kdeadmin compiling problem

I assumed that kxconfig wouldn't work with Xsun anyway, so I just added
kxconfig to the DO_NOT_COMPILE env. var. while configuring kdeadmin.

> gmake[3]: Leaving directory `/export/home/rjl01/kde31/kdeadmin-3.1/kxconfig'
> gmake[2]: *** [all-recursive] Error 1
