I had this problem.  For me it was because I was transitioning
from gcc without binutils to gcc with binutils.  Turned out that executables
compiled with binutils that were linked against an OpenSSL that
was compiled without binutils gave me the same error that you are
seeing.  I just recompiled OpenSSL and all my problems disappeared.
