GSoC application

Hi,
to all of the people who wishes to paticipate to KDE, welcome.
We have the information written in https://community.kde.org/GSoC,
especially what KDE expects from potential contributors, and if you
read the page, you will also have a link to the GSoC ideas and how to
start contributing/interacting with the community.

I'll just write it here to be sure it's read: KDE wishes for people
who are genuinely interested by the project, we don't want "interns"
that will leave by the end of the GSoC, we want to have new people in
the community and GSoC is only the beginning (not the end).
Regarding the usage of AI, KDE does not want any contribution done by it.
