Kate[0] and KWrite[1] have a syntax highlight for these languages. Kate even has an ‘Intellisense support using LSP (Language Server Protocol)’, so if you connect it to LSP servers with support of these languages, you’ll get an autocompletion. But if you need full development support, I suggest you try and improve support of these languages inside the existing KDE IDE, KDevelop, instead of reinventing the wheel.

Unfortunately, this seems to be out of the scope of the KDE project, which is targeted at desktop applications and libraries.
