Developer accounts

Hi all,

Currently we're dealing with the usual flood of post GSoC acceptance
developer accounts which is fairly normal.

Unfortunately what isn't is that some of these applications are being
made prematurely by students, and some mentors are being slow in
responding. This slows down the process for those students and mentors
who are doing things properly, and also interferes in other sysadmin
work, as we have to chase these requests up.

Students: Please do not file a developer account request until
instructed explicitly to do so by your mentor. Including your mentor
as your supporter is mandatory in these requests for requests

Mentors: Please respond within 24 hours to the automatic mail you
receive. Failure to respond within 48 hours will be taken as an
indication that you are non-responsive to Sysadmin, and thus represent
a threat to the integrity of KDE's source code repositories.

Outstanding requests which have breached this threshold have 24 hours
from this email to respond to those support request emails.

Regards,
Ben Cooksley
