KDE-Soc Telegram group

Hi folks, during GCi I noticed how much the Wikitolearn team and
students enjoyed and used their Telegram channels.

With the beginning of GSoC I thought we could try a more general
KDE-Soc channel, especially for those students who have difficulty
connecting via IRC.

Those of who who don't like it, please don't feel obligated to use it.
I find it very convenient because it works well on both my phone and
on the web.
