Query regarding proposal submission

What Nitul meant to ask was that is it possible to apply (just by
submitting their name) by the deadline and submit a proposal after that, or
that a proposal will have to be submitted by the deadline (probably
implying that getting selected for SoK depends entirely on the proposal).
