How to get start for telepathy?

Hello,

I read the new ideas from this page here
http://community.kde.org/GSoC/2014/Ideas , and i am interested in TELEGRAM
NETWORK SUPPORT PROJECT.

For starters i did environment setup in my ubuntu os from here
http://techbase.kde.org/Getting_Started/Build/Distributions/Debian/Source

Then i installed telepathy from here
http://community.kde.org/KTp/Installing_stable_release , All went well.

But in the end 'Instant messenger' icon didnt appear in system settings as
it should according to the tutorial.

i want to know what i am doing wrong? is this the right way?
