kdesrc-build is currently working on providing this functionality
by way of parsing hhttps://projects.kde.org/kde_projects.xml

It's a Perl script, so perhaps it also works on Windows via
ActivePerl or in Cygwin.

Michael Jansen's build-tool is also working on adding that
functionality. It's in Ruby.
