[Kde-scm-interest] kde-ruleset repo migrated to git.kde.org

The kde-ruleset repo has now moved to git.kde.org (the Gitorious
repo is set to be read-only for now).

New clone URLs:
Read-only: git://git.kde.org/kde-ruleset.git
Read-write: git at git.kde.org:kde-ruleset.git

CIA project name is kde/kde-ruleset; it'll also send commit mails
to kde-commits and will show up in LXR and the EBN.

Repo admins are Thomas Zander, Torgny Nyblom and me. The same
people have admin rights to the project page on projects.kde.org.

Creation of a kde-ruleset ReviewBoard group is underway.
