I had a look today. Frankly, it will not do. It does not support merge 
request, but only has a rather poor code review feature. It has a rather 
primitive bug tracking support, which will not suffice. And it does not 
address the ACL problem at all, but leaves that up to apache/git-server/ssh.

As an aside, it might be interesting for people looking for a replacement to 
trac that supports multiple and/or private projects.
