For some stuff (e.g. the various kios) merging in one repository (or at least 
in one project) would make sense, but for most things it wouldn't, IMHO: 
different scopes, different maintainers, different timelines...

I don't think this is too much of a problem anyways, extragear is the most 
"third party" software in KDE, besides the community bit. :)
