[Kde-scm-interest] Git hooks update

We have now natively implemented the hooks for CIA and commitfilter that
were previously running on Kollide. As a result, Amarok and Konversation
CIA and commitfilter mails are now coming via the normal hook method.

This is all heavily based on the work of Ian Monroe, who made the
initial scripts running on Kollide.

The way it is implemented allows us to easily add the appropriate
information for both this and other functions in a per-repository fashion.
