Is there anything that hinders us in migrating first and splitting (if desired) 
later? If not, why not postpone this obviously political sensitive issue to 
later? Even if we do decide on splitting, we still need to migrate.

Probably, I should just shut up and start working on those rulesets instead. 
Is it reasonable to assume that such efforts will not be wasted depending on 
the outcome of the splitting issue?
