yes, and unfortunately, usually people are unaware of particular projects'
policies. this is a rather common contention point, particularly for
projects which live in the main modules.
consequently, any technical means which make the policy obvious without
impairing the workflow too much are most welcome. MR permissions are
such a means. the "magic push" i suggested would be one. restricting
commit access without providing "magic push" otoh would be inappropriate
in most cases.
