One big convert into Git, into the appropriate module boundaries. No 
supermodule is generated. The import will contain as branches all SVN 
branches.

Then we split up:
 - the master branch is pushed into a new repo under stable/
 - the branches of the actual releases are pushed into a new repo under 
relases/
 - everything else is lumped together into a temporary repository 
somewhere. If the developers using the branch are still using it, they'll 
pull the branches they need and push into projects/ or users/
