[Kde-scm-interest] general commit process

We have seen several questions posted on how the main (release) repository 
should be setup with regards to commit access.
Several ideas have been floated and there are several strategies we can 
follow.

The two main ways of managing this roughly fall into 
* everyone has (technical) access everywhere.
* there is a piramid of access with only a small number of people having 
final access.

The second is what Linux uses, and its not something KDE is used to;
I found this article that has some thoughts 'from the trenches' on the 
subject.
I post this mostly to make people more aware of this.  To help make people 
aware of how this works for others.
