Answer depends on the current workload of the sysadmins, but on a general 
basis, I'd say no.

I think everyone should have push access for stable, that's where 
typical "one-line bugfixes from very occasional contributors" will go in.

I'm a bit concerned about how we will treat svn:externals, especially when 
they are in different modules. Think for example of libplasma being embedded 
in amarok. How are we going to treat this?
