Quality team web site

[Mikal]

Now I've removed the link from techbase.kde.org/Contribute and linked it to
http://www.kde.org/getinvolved/ instead.
I will try to port more information into techbase. But I suggest we move all
important information to techbase, then redirect quality.kde.org to
techbase.. Any comments?
