stupid question

i've just finished checking out the svn of the 3.5 branch, arts and qt-copy
the qt builds fine with
> ./configure
> make

but 3.5 -> kdebase and kdelibs
   and arts
    both reference to build and install with ./configure && make, but
the confiure script doesn't exist.

the instructions
http://techbase.kde.org/Getting_Started/Build/Stable_Version are for
if the source is downloaded as tar.bz2, not for the svn. and it too
says it should be ./configure && make,

how is the 3.5 branch from svn built ?
