How to help with KDE 3.4?

I tried both suggestions here but I always get the same error. I also 
tried all suggestions from kde-devel and the error is still here.

I don't know if I am doing something wrong or if the suggestions are not 
working.

Exactly what commands should I enter into konzole to get arts compiled 
with this -fPIC option?
