Why do we report bugs?

If we need more KDE developers, we need to make sure that we have a Help 
Wanted sign out.  Unfortunately, my experience is that there is a Help 
NOT Wanted sign out.  It is my understanding that my experience is not 
atypical.

We need to encourage and, even, nurture and mentor new apprentice 
developers.
