Oh, I thought I had confirmed this already.

Yes, running KDE as root will allow KDEPrint and kprinter to work as
expected.

No, to me that gives no clue at all (because I've already checked all
kinds of permissions on that machine, and I can't find any weird or
obvious deviations).
