Tentative strawman design:

1. New CUPS-Get-Document request (0x4027?)

   job-uri (uri) or printer-uri (uri) + job-id (integer(1:MAX))
   document-number (integer(0:MAX))

   Response contains document-format, document-name, and contents of
file.

2. New job attribute

   document-count (integer)

3. Default policy would be the same as other job ops:

   <Limit CUPS-Get-Document>
   Require user @OWNER @SYSTEM
   Order deny,allow
   </Limit>
