The CUPS custom option in PPD is used to display and to get user input. 
The Foomatic option in PPD is used to tell backend script --
Foomatic-rip to execute action according to user input. 

So, I would rather make PPD files supporting both CUPS and Foomatic PPD
extension (if that is what you meant), because CUPS 1.1 users can still
use command line/xpp to control custom user options.
