I don't think the dcop executable needs any special permissions, it's
just a front-end for the DCOP server running in the background. The
problem seems to be that there's no DCOP server or that it cannot be
contacted. But this is not kdeprint-related (I'm no expert in dcop...),
so maybe you should go to some more general KDE user mailing list.
