Be aware that foomatic-rip is a third-party add-on to CUPS (by
Linuxprinting.org), still there for legacy reasons. CUPS itself
is foomatic-rip agnostic...

CUPS can use all executables found in /usr/lib/cups/{filter,backend}
if they behave as filters, and if mime.{types,convs} or if the the
print queue's PPD/device-URI reference their names.

It must heve been the SUSE installer/RPM/YaST which put it into
/usr/bin and which put the symlink at the "wrong" place.
