Hmmm, have to say this sounds like a CUPS or driver issue.  KDE apps simply
print the full From/To page range entered in the print dialog in ascending page
order into one print file and then pass the full print file onto CUPS which
applies the Reverse/Collate flags before sending to the printer.

Can you check what happens with a non-KDE app like Firefox, Gimp, or
OpenOffice?  If the same behviour then it is definitely CUPS.
