Not correct.

CUPS recently added the API (and an operation as an IPP extension) that
allows the print client to retrieve the jobfile *as* *it* *arrived* *at*
*the* *CUPS* *server*.

This allows for 'previewing' if you know how to display the file (which
is not *necessarily* PostScript -- it could also be PCL, HP/GL, any
image file format, PDF, unknown binary stuff...

It does not show what the jobfile is like *after* it passed any of the
potential CUPS filters.
