Well, sometimes you have to make a decision. And it's not always "fair". But formalism like ("the oldes should prevail") would be stupid. Sometimes the newer one has more discussion, better arguments, a more precise headline etc. I intend to only get work done and bugs solved, not preferring one bug reporter over the other  :-)
