In short -- the problem is when you do not have printer. When you enter printer dialog the printer detection starts away -- not stoppable, as another window!
Now, I would suggest:
a) auto-detecting printer on demand
b) stoppable detecting
c) detecting progress intergrated with print dialog (not another window)
d) if no printer is detected do not show error, because it is no error
The current workaround is adding fake printer. Print dialog is less offensive then.

Look, you suggest to disable JS for the entire Konqueror just because printer dialog is too aggresive?
