As Cristian stated, it's important to know which program is used to actually view and print the image. When printing from the web, you are actually using the web browser to print, which is most probably konqueror. When you download an image and click on it from the file manager, probably another application is started to view the image. For the user, it's transparent, but technically, they are 2 different applications: one can generate correct print data, while the other may not. This is why you can get different results when printing from the web or printing a downloaded/local image.
To identify which application is used, I suggest that you look into the "Help" menu when the image is viewed, look for "About..." entries. What you can also try is to browse your presonal folder and right-click on the image file: the appearing menu should tell you which application it can use to view the image.
