Actually it's not an additional restriction -- it essentially says "You aren't 
allowed to break the law with this" -- which is stating something that is 
true whether you state it or not...

If I put "you are allowed to break the law with this" into a license it 
doesn't have any bearing on it being that actually being allowed.  ;-)

But anyway -- I'd actually prefer to have it as a warning (possibly in a 
slightly shortened form than the one suggested) in the program...
