REVISION SUMMARY
  According to [1] it can be the URL to a reservation page. Turn it into a `ReserveAction` to have a single code path for this on the consumer side.

TEST PLAN
  What would be the best way to tell a "URL" form a freeform text here?
  It also has this odd "Yes" and "No" string fallback (haven't noticed that anywhere but I also only recently started looking for this property)
